1. Main Function:
The MEAL Officer is responsible for coordinating and executing all aspects related to Monitoring, Evaluation, Learning, and Reporting (MEAL) for Positive Vibes Trust (PV) programmes and projects in Namibia. This role involves liaising with key stakeholders, including the M&E department at the Global Fund, the Programme Management Unit of the Ministry of Health and Social Services, Key Population Implementing Partners, and the Walvis Bay Corridor Group. The MEAL Officer will ensure that MEAL processes are effectively managed to assess programme performance, ensure data quality, and support evidence-based learning and reporting.
2. Key Performance Indicators:
2.1 Coordination and Oversight:
- Efficient management of M&E processes with Implementing Partners (IPs), stakeholders, and donors.
- Successful facilitation of meetings and coordination of field visits.
- Development and implementation of relevant MEAL indicators and tools.
2.2 Monitoring and Evaluation:
- Achievement of programme targets and outcomes through effective monitoring.
- Timeliness and quality of studies, surveys, and research outputs.
- Accuracy and clarity of data analysis and progress reports.
2.3 Data Management:
- High standards of data quality, integrity, and accuracy.
- Effective development and alignment of data collection tools with database systems.
- Maintenance of an up-to-date electronic database for storage and analysis.
2.4 Documentation and Reporting:
- Timely and accurate documentation of programme events.
- Compliance with MEAL and Impact Frameworks in all reporting.
- Constructive feedback provided on IP reports leading to improved reporting quality.
2.5 Training and Capacity Development:
- Identification of M&E training needs and development of relevant training programs.
- Positive feedback from training sessions and demonstrable improvement in staff capabilities.
2.6 Planning and Administration:
- Effective drafting and updating of quarterly and annual work plans.
- Successful tracking of milestones and management of M&E functions.
3. Experience:
- Minimum of 5 years’ experience in monitoring HIV/AIDS programmes, preferably with NGOs.
- Demonstrated experience with M&E tools, data collection, analysis, and reporting.
- Experience in liaising with stakeholders such as donors, government agencies, and implementing partners.
- Experience working with Key Populations is highly desirable.
