1. Main Function of the Role

The Head of Human Resources is a key member of the Executive Committee and the strategic leader responsible for shaping and executing the people agenda of Namibia’s leading DIY and building materials retailer. This role plays a vital part in driving business performance by aligning human capital strategy with organisational goals, building a high-performing workforce, and fostering a culture rooted in performance, inclusivity, and transformation.

The incumbent will lead the HR function across the full spectrum, from strategic workforce planning and organisational design to talent management, employee relations, learning and development, change leadership, and operational HR excellence.

 

2. Key Performance Areas

A. Strategic HR Leadership

  • Develop and implement HR strategies aligned with the company’s vision, mission, and business priorities.
  • Act as a trusted advisor to the Managing Director and Executive Committee on all people-related matters.
  • Lead HR’s role in business transformation, change management, and organisational development.

B. Talent Acquisition & Leadership Development

  • Oversee recruitment, onboarding, and employer branding strategies.
  • Build robust talent pipelines through succession planning, career development, and leadership programs.
  • Implement and monitor talent reviews and bench strength across the organisation.

C. Workforce Planning & Capability Building

  • Ensure optimal organisational design and role clarity.
  • Lead competency development and technical training programs to enhance employee capability.
  • Implement workforce analytics to inform talent and business decisions.

D. Employee Engagement & Culture

  • Design and implement employee engagement strategies to foster motivation, loyalty, and performance.
  • Embed corporate values and build a values-based, inclusive organisational culture.
  • Lead communication and engagement programs across all levels of the business.

E. Industrial Relations & Legal Compliance

  • Ensure adherence to Namibian labour laws and effective management of employee relations.
  • Develop sound IR policies, grievance and disciplinary procedures.
  • Act as custodian for fair employment practices and dispute resolution.

F. Diversity, Equity & Inclusion (DEI)

  • Champion transformation and DEI initiatives in alignment with corporate and national priorities.
  • Monitor progress on diversity metrics and ensure meaningful inclusivity in the workplace.

G. Operational HR Excellence

  • Ensure efficient execution of HR operations including payroll, HRIS, benefits, compliance, and policy management.
  • Drive continuous improvement of HR systems and processes to support business agility and compliance.

 

3. Qualifications and Experience

  • Minimum Education:
    • Bachelor’s degree in human resource management, Industrial Psychology, or related field
    • Master’s degree preferred
  • Professional Experience:
    • Minimum 10 years of progressive HR leadership experience
    • At least 5 years in a senior HR role, ideally within retail, FMCG, or large-scale service environments
    • Experience in managing diverse teams and complex stakeholder environments
    • Proven success in driving HR transformation, change management, and talent strategies
  • Technical Expertise:
    • Deep understanding of Namibian labour laws and employment regulations
    • Familiarity with HR systems, payroll, and performance management tools
    • Sound knowledge of governance, policy development, and industrial relations
