PRIMARY PURPOSE OF THE JOB

  • Responsible for senior level decision making, day to day management and strategic direction in the areas of Human Resource Management to facilitate attraction and retention of suitably qualified and productive staff and thereby contribute to the achievement of BEC’s mandate
  • Ensure equitable and transparent implementation of BEC’s terms and conditions of employment policies and practices
  • Oversee the development and implementation of change, culture and performance management initiatives aimed at transforming BEC into an HPO
  • Expertly guide the work of the Department’s staff, steer them towards effective delivery of the Department’s mandate and achievement of its goals, and ensure optimal use of all resources within the Department.

 

DUTIES & RESPONSIBILITIES

Strategic leadership to HR:

  • Develop and communicate a clear inspiring and relevant vision and direction for Human Capital, with focus on its strategic enabling role for BEC
  • Oversee the formulation, review and implementation of HR policies, strategies, rules, regulations, systems and procedures in order to ensure achievement of BEC goals and objectives
  • Identify and recommend specifications for review, installation and implementation of computerised HR system  
  • Advise Executive Management on all human resources issues to facilitate sound human resources decisions for BEC
  • Provide strategic leadership and advice in human resource development and management matters including:
  1. Manpower and succession planning
  2. Training and development
  3. Recruitment, selection and placement
  4. Personnel administration
  5. Compensation and benefit management
  6. Employee relations
  7. Staff welfare
  • Lead the development and implementation of a robust PMS, with links to rewards and recognition, training, disciplinary procedures, and promotions, in order to attract, motivate and retain high calibre staff
  • Manage the transition of BEC towards the adoption of the desired corporate culture, continuously monitor culture gaps, and advise on remedial solutions to close the gaps
  • Be responsible to champion the development and implementation of change management programmes as and when there is a major change, transformation or project in BEC
  • Lead the development of manpower plans, forecasts and projected budget needs, in line with the expansion and growth plans of BEC; and present to EMT for approval
  • Continuously and proactively review BEC's HR policies and practices, terms and conditions of employment, remuneration and reward to ensure that BEC remains competitive
  • Engage with Departments to develop a robust capacity building plan for BEC, budget for and coordinate the execution of this plan
  • Ensure that governance principles are upheld at all times in recruitment and selection processes, and strive to hire high calibre staff in BEC
  • Act as BEC's chief negotiator with unions and staff associations on matters relating to employee terms and conditions of employment and management- employee relations
  • Ensure the equitable and transparent implementation of BEC's terms and conditions of employment, disciplinary and grievance procedures and other HR initiatives through constant monitoring of processes and pro-active interventions to minimise employee grievances and disputes
  • Lead the development and implementation of innovative organisation development strategies and manage the transformation project in BEC
  • Put into place appropriate machinery and processes to maximise consultation and communication across all levels of BEC

Departmental/Staff Management 

  • Develop departmental strategies and plans in line with corporate goals 
  • Monitor the realisation of departmental policies, plans and targets 
  • Budgeting in line with priorities of the department
  • Budget management and control in order to optimise returns on expenditures and support the department’s strategy 
  • Oversee periodic reporting of performance against plans and targets to EMT/Council 
  • Adapt services to suit new or changing organisational needs and operations 
  • Contribute to the following activities, as part of the Senior Management Team:
  1. Develop policies, strategies and objectives for BEC
  2. Promote good corporate governance in BEC
  3. propose measures to make BEC become a high performance organisation
  4. Implement organisational plans and monitor achievements against targets
  • Build, lead and motivate subordinates to advance into a high performing team
  • Ensure that the team carries out their assignments freely, unbiased, objectively and professionally, and that they adhere to relevant legal and regulatory guidelines and in-house and standards policies in the conduct of their duties 
  • Build positive workplace and team culture within the Department
  • Ensure the effective implementation of BEC’s HR policies and practices within the Department
  • Within delegated authority and under the guidance and assistance of Human Capital, be responsible for recruiting, training, developing, supporting, supervising, mentoring, motivating and appraising own staff in accordance with BEC’s HR policies and strategies
  • Serve on relevant internal / external committee or working group as required, and ensure that the following secretarial support is provided as needed: organising meetings, taking records of the meetings, follow up on implementation of Committee decisions and drafting reports as directed by Committee
  • Research trends in own discipline, benchmark and promote awareness and application of best practices within BEC 
  • Attend to all administrative functions of this position and carry out any other duties which fall within the broad spirit, scope and purpose of this job description and which are commensurate with the grade of the post
  • Undertake any other duties as delegated by the Council, CEO or the Deputy CEO

 

QUALIFICATIONS & EDUCATION

Education: 

  • At least a Masters in Human Resource Management or a relevant field from a recognised institution

Professional Certification:

  • Membership to a recognised HR professional organisation required
  • Specialised training in office or business administration required
  • Specialised knowledge and technical skills: 
  • Botswana’s labour laws and practice
  • Principles, procedures and practices in HR
  • Proficient in the use of computers and software relevant to the position

Experience:

  • At least 12 years of HR experience post-qualification
  • This includes a minimum of 5 years in a senior management position
