Role Responsibilities

  • The Deputy General Secretary shall be responsible for the Human Resource and Operational Planning.
  • The Deputy General Secretary shall monitor and develop staff performance Management systems.
  • Take a lead role in the formulation and implementation of BOPEU strategy that best meets the needs of union members and the core mandate of the union.
  • Coordinates the development of union annual plans and budgeting to necessitate implementation of key priority objectives and milestones.
  • Coordinate the representation of the union at external meetings, negotiations with employers, government and relevant stakeholders on membership welfare issues.
  • Development and periodic review of Collective Labour Agreements with employer parties including giving effect to clauses of the CLA’s.
  • Ensure that internal and external controls and procedures are in place, understood andΒ complied with including Financial Regulations, Health & Safety Regulations/Legislation and good employment policies.
  • Monitor and control interaction between Departments to ensure that the union financial expenditure and resources are utilized prudently.
  • Ensure a robust membership representation across cadres.
  • Act as liaison officer to ensure a clear and efficient response to complaints from members and ensure reciprocal and timely feedback.
  • Designing membership recruitment strategies and frameworks and ensure subsequent implementation, monitoring and evaluation.
  • Continuous development of membership value propositions to ensure competitiveness of the union.

Qualifications

  • Diploma in Human Resources Management, Public Administration, Business Administration, Political Science, Industrial Psychology, International Relations, Law or Equivalent.

Experience

  • Minimum of six (6) years in a Managerial Post/Responsibilities in aΒ Trade Union environment, with proven practical application of the required skills and competencies.
  • Membership to a professional leadership and corporate bodies body will be an added advantage.Β 

Knowledge & Skills required

  • Excellent leadership skills, along with honesty, integrity and trustworthiness.
  • Excellent communication and interpersonal skills, including negotiation, persuasion and representation, as well as the preparation and presentation of reports and submissions on complex industrial, legal and political issues.
  • The ability to act as an advocate for the Union in influencing key figures in government, public sector, employers and the wider labour movement at national and international level.
  • Sound strategic planning skills, together with the ability to identify and deliver organisational objectives.
  • High degree of personal organisation, planning and time management, able and willing to work odd hours.
  • Political savvy in current Trade Union context and environment.
  • Strong project management and marketing skills (including events, protocol and etiquette).
  • The ability to react promptly and responsibly to rapidly changing situations, often in a stressful environment.
  • Conversant with labour laws of Botswana.
  • Computer literacy
