Purpose of the position:

To lead the RFA's people, culture, governance support services, corporate reputation, and institutional capacity in direct service of the strategic themes of the organisations Integrated Strategic Business Plan, and to serve as the CEO's principal strategic partner on organisational capability.

 

Key performance areas:

  • Executive leadership, ISBP implementation, and balanced scorecard cascade across Strategic Services.
  • Strategic human capital leadership, including workforce planning, succession, talent management, wellness, diversity, and industrial relations in compliance with Namibian labour legislation.
  • Digital human resources, HRIS governance, people analytics, ethical AI enablement, and data protection compliance.
  • Corporate brand, integrated marketing, communications, reputation management, and stakeholder engagement across political, regulatory, media, and public constituencies.
  • Corporate services including asset, fleet, and property portfolio management.
  • Procurement leadership in compliance with the Public Procurement Act 15 of 2015, including committee participation.
  • Governance, risk, and financial stewardship of the Strategic Services portfolio in line with the Public Enterprises Governance Act 1 of 2019 , NamCode, and King IV integrated thinking principles.
  • Contribution to RFA financial sustainability through cost efficiency, productivity, and enablement of revenue initiatives.
  • Climate resilience, ESG, and innovation agenda support.
  • Advisory services to the CEO, EXCO, and the Board on human capital, corporate services, and reputational matters.

 

Qualifications:

  • A Master's Degree (NQF 9) in Human Resources Management, Behavioural Sciences, Industrial or Organisational Psychology, Business Administration, Organisational Development, Public Administration, or an equivalent discipline.
  • Registration with a recognised human resources or management professional body is an added advantage.

 

Experience:

  • A minimum of twelve (12) years of progressive, relevant experience in strategic human capital, corporate services, or general management leadership, of which at least seven (7) years must have been at executive or senior executive level.
  • Experience within a public enterprise, regulated entity, or large institutional environment is advantageous.
  • Demonstrable track record of leading integrated human capital, marketing, procurement, and corporate services portfolios in complex, multi-stakeholder environments.

  • Executive leadership presence and the ability to develop high-performing teams.
  • Data fluency and the ability to use people analytics in executive decision-making.
  • Excellent communication, negotiation, and stakeholder influence across political, regulatory, and commercial interfaces.
  • Sound commercial and financial management judgement.
  • Digital literacy and comfort with AI-augmented workflows.
  • Integrity, governance ethics, and sound judgement under pressure.
  • Inclusive leadership with emotional and cultural intelligence.

 

Special Requirements:

  • Valid Namibian driver's licence.
  • Willingness to travel domestically and occasionally internationally.
  • Ability to obtain security clearance where required.
